concord and fairfield. we usually don't see that much of a difference. here is the system coming in. a lot of it driving northward. much better in arizona than it was yesterday. things are calming down there. a lot of shower activity there yesterday and rain. for us increasing clouds. some sun in the morning and clouds roll in in the afternoon. nice and average on the temperatures, a little cooler. patchy fog at the coast and inland. mainly low to mid 70s. an update in ten minutes about what is in store for the weekend. here is the man with the plan on your traffic for a friday. steve, thank you very much. we will start off with a look at the east bay commute this time and get right to the bay bridge toll plaza -- i am sorry, the san mateyo toll plaza and commute as we move out to the high-rise. traffic is moving along well. the bay bridge toll plaza traffic showing a little slowing at the toll plaza.

a minor non-injury crash here that may have slowed traffic a bit, but again, noninjury, they moved it out of the bay and things are back open at the bay bridge toll plaza. south bay northbound 101 traffic looks all right. a minor crash near 101 and 280. and crowding between hayward, union city and free month. 6:02. back to the desk. the identities of two men involved in a murder-suicide in palo alto could be released later today after their families are notified. a gunman walked into a senior housing complex, detectives say, and targeted the victim. janine de la vega is live in palo alto where the complex remains under watch this morning. good morning, janine. >> reporter: tori, police are still on the scene at the senior apartment complex here near mill field road and charleston. an officer on the first floor is guarding the crime scene.

they when excueding search warrants and go through computer files. around 3:30 yesterday afternoon a resident caught a glimpse op someone injured in an ale activator. palo alto investigators found a man dead with a handgun in his lap of what looked like a self inflicted gunshot wound. and a man in an office in the same building had been shot multiple times. the investigators determined the man in the elevator shot the man in the office and then shot himself. it is unknown if the person worked at the complex. >> we will continue to look into any possible relationship these had once we have their -- relationships they had once we have their identities revealed and automatics or something that may have led up to what happened. >> reporter: police say what happened inside the building was an isolated incident and have not responded to prior incidents at the complex. neither has been has been

identified yet. one was in his 60s. the other was in his 70s. both of them lived here and the officer is waiting for the coroner to identify them. nobody from the complex ever reported hearing gun shots. this came in, again, as a medical call. there is a lot of investigation to be done here. tori? >> that is interesting. thank you, janine. it is coming up on 6:05. later this morning a judge will hear a motion on when to kick a violent sexual predator out of a walnut creek neighborhood. 73-year-old charles cristman was convicted of several sexual assaults on boys in san francisco about 25 years ago. contra costa prosecutors are fighting to evict him because of an unusually high number of boy that is live in the neighborhood. also, the decision to put him there was made by a san francisco judge without any prior notice to the contra costa da's office. boy, a rolling gunbattle and shootout that went from west oakland to henryville and

injured two people is under investigation this morning. here is video from oakland outside a best buy store on mandela parkway where it all ended. reportly the violence started ated aline and 40th street and the search for evidence and shell casings go on. two people were wounded and taken to the hospital in serious condition. so far there is no word of any arrest. now more on how angry west oakland residents are pressuring the police chief about the violence in the community. >> yes. >> reporter: at the community meeting last night west oakland neighbors say they want to see police officers sew up sooner when there is trouble. many believe a faster police

response to last week's shootout may have prevented the killing of the mother in front of her home. >> she wouldn't doing anything. she was in the street protecting her kids. we are frustrated, beyond frustrate. >> reporter: a whole lot of neighbors packed this rec center last night, putting police chief shaun wendt in the hot city over issues of slow responses by the police. [stay tuned -- audio system is dropping out, faint or unclear] . >> all right. we temporarily lost alex's transmission. we will get back to the report about the details of the meeting in oakland last night. in the meantime, the family of a man charged in at the time of shameel pierce is apologizing to her family. anthony simms, the 19-year-old murder defendant, was in court but did not enter a plea yesterday. he is one of three suspects in custody. simms mother talked about the tragic killing outside the

courtroom and says she is sorry. >> i consol him and forgave him. for my children, i know how i feel. i have grandchildren and everything and children myself. so, i apologize on their behalf. >> now, police also arrested 29-year-old jerry harbin and 29- year-old sheldon mcdaniels in the case, all charged with murder. police say the investigation continues. and we will check back with ktvu's alex savage about the meeting held in oakland last night. the commute meeting where the police chief was pressured by the police, the folks in west oakland. alex savage, where are you? >> reporter: yes. we are here, dave. >> please pick up. that was quite a meeting last night between the west oakland residents and the police chief of oakland? >> reporter: yes, it was a very emotional meeting here. we can hopefully show you some of the video of the meeting.

a lot of neighbors showed up and put police chief shaun wendt on the hot seat over a variety of issues including police response time and officer turnover. the department is facing criticism particularly after the killing of shameel pierce last week. the mother of three caught in the cross fire and killed be i a stray bullet. the chief admits there is room for improvement when it comes to response times, but there is still work to be done in west oakland. >> i am pleased with the response times but there is still work to do. i am optimistic we are moving in the right direction. >> reporter: the chief pointed out his department is chronically understaffs, a major issue, but he is looking at ways to improve response times. the chief said the department is working with the city to try to shut down nope drug houses

as fast as -- known drug houses as fast as yesterday. in fact, police were just trying to clear out a vacant home linked to last week's deadly gunbattle. >> there is dialogue going on. >> reporter: yes. the city of richmond is looking at a new way to keep vandals and thieves out of abandoned houses and reduce blight. [shooting and gunfire] >> it looks like a window, but in this case materials you can see are virtually indestructible. you can hit it as hard as you want but it won't break. it is called secure view, an alternative to plywood put up in abandoned houses to protect windows. city officials plan to install secure view on homes being rehabilitated. >> and we can reuse the product

and fake it to the next -- take it to the next property after we complete the rehappen. >> since plywood has to be replaced so often, clear view product will be cheaper in the long run. a man who pleaded guilty to a 2012 hit-and-run, spencer smith, pleaded guilty to felony hit-and-run and one count of vehicular manslaughter last november in the best of 58- year-old bo hu. he was visiting dublin when he was hit in the intersection of dougherty and fall creek road on may 15, 2012. smith was arrested three days after the crash. ktvu obtained report that is show a trucking company involved in a deadly crash this week has a history of safety violations. on monday a big rig slammed into a closed restaurant on railroad avenue in pittsburg and burst into flames. the driver of the truck was

killed. the report shows that roby trucking company of vallejo has so many violations, the chp was keeping tabs on it every 120 days instead of every two years. the violations include overloaded truck, faulty steering and failing brakes. a company from pleasanton has con a new contract to demolish part of -- hat a new contract to demolish part of the lower span of the east bay bridge. it is less than the $93 million caltrans estimated for the job. the company will lower large pieces of the bridge on to barges and then scrapping them elsewhere. the work will take about three years to come complete. san mateyo county deputies are warning about the most recent mountain lion sighting in pose can a dermic needles row in. the last ten days three farm animals have been killed by a mountain lion in the area of ranch road west and groverdale

was arrested. he posted threats online that targeted a sheriff's deputy. the sheriff's department says it appears to be related to a vehicle emissions ticket given by a deputy in half moon bay. he posted the online photo of the ticket and of the deputy who gave him the ticket. authorities say the social media post got more ominous from there. someone who saw the post notified authorities. one post even referred to bombing the deputy's squad car. >> it turned out there were a variety of threats, very specific threats, involving wanting to kill the deputy, wanting to hurt the deputy in general, blowing people up. >> the san mateyo county sheriff department served a search warrant at ron keogh's home in gray nay da and took him in custody because of the threats. electric car maker tesla announced software upgrades to end so-called range anxiety for

drivers. drivers can search for charging stations as they approach them and will be able to tell if the charging station is busy or out of service. well, fiat has a new commercial. it was made in the bay area. the background was at the island from waterfront drive. and the ncaa today. number 14 seed georgia state pulled off an incredible victory with number three seed baylor, with an incredible shot that would have made any father proud. yes, just ask the head coach ron hunter.

livermore 82. concord 81. today 70s, low to mid. these temperatures will continue to come down into the weekend. a lie cloud deck is there with a leading edge in the picture. some morning sun, then increasing clouds and we will turn partly cloudy to mostly cloudy here in the north bay later on. napa airport 41. made it to 38. concord is 51. fairfield 50. they are not that far apart. 48 in livermore. 40s for novato and santa rosa. bodega bay made it to 52. they have been 55. now 54. still a little above average. san francisco and monterey 56. water temps are averaging just above where they should with. i like to see a little colder than that. the cloud cover is on the move here. nationally it is not really cold, cold, but it is cold enough where they will get snow, a wet snow from washington to new york to boston, much of the northeast. buffalo and toronto. and south of that it is rain. they can't get out of it.

. welcome back. the time is 6:26. a disturbing story in mississippi. the fbi investigating the hanging death of an african- american man discovered in the woods near his home. the victim was 54-year-old otis byrd. he was last seen going into a nearby casino on march 2nd. his family reported him missing several days later.

his body was found hanging from a tree with a bed sheet tied around his neck. authorities say it is too early to know if his death was a homicide or suicide. 6:26. an openly gay san francisco police officer who is accused of exchanging racist and homophobic text messages with other officers has resigned from the department. 46-year-old michael robson was one of four officers reassignd in the wake of the scandal. his attorney calls the resignation a tough decision since robson has worked for the department for 23 years. the attorney says that robson was quote very proud of the work he did, but it is hard to see a successful career after a scandal like this. our time now is 6:27. the bay area community coming together, voicing concerns after the tragic killing of a young mother. >> it is just dumb luck that my neighbors in my neighborhood haven't been killed like she was. >> some say that shooting may

i know, chelsea is going hey! you caught me on tv doing that. one of my producers is working on this right now. let's get to the traffic and talk about the commute. if you are driving into san francisco, i want to mention the traffic will be okay. in san jose or out of san jose, it works differently. people drive out of san jose to get into the valley. that is a nice looking commute northbound so far. it is getting a little more crowded though. 101, by the way, is getting a little crowded approaching sunnyvale, but the south bay commute has a little opportunity to get ahead of the crowd. let's take a look at 880. stop and go traffic past 92 as we head down to the union city area. no major problems there. we are talking the bay bridge. the traffic is backed up for a 20 minute delay getting onto the bridge. 63:003. back to the desk. >> new this morning an

investigation is under way in san francisco as to what sparked a fire in a building at the excelsior district. one person was hurt and others have been displaced by the fire. ktvu fox 2 tara moriarty is there. there is a lot of damage there, tara? >> reporter: there is. there is a pile of rubble actually in the street here in the excelsior district home. the char marks are on the outside of the building. inside the gate there it is gutted. this is cell phone video we want to show you taken by a neighbor showing the flames which broke out around midnight. there is a day care center either in this building or next door. when crews arrived earlier this morning the garage or bottom floor was engulfed by flames. they were able to get the fire under control. one person was transported to the hospital. we are not sure what their injuries are or what condition they are in. the stench of smoke is unbearable. there appears to be no electricity.

crews had to cut fire. no word yet on exactly what caused this fire or what the damage estimates are. live from san francisco, i am tara moriarty. back to you. >> thank you, tara. in the meantime, a 13-year- old girl has now died. one week after her family's san francisco apartment was engulfed in flames. her gather died -- her father died from his injuries over the weekend at 24th and treat in the mission district. her mother and two brothers were hurt but have since be opinion released from the hospital. the cause of the fire is still under investigation. and an investigation in antioch is going on into yesterday morning's deadly bus crash. police are checking report as car ran a stop sign at davidson drive and burrwood way and pulled right in front of the tridelta bus. four people on the bus had to be treated for minor injuries. the driver of the car is dead. and a shoot-out in west

oakland to emory activelilet two people in serious condition. it started last night at adeline and 40th street and endd in the parking lot of the best buy store in emoryville. the search for evidence and suspects continues. two people wounded were taken to the hospital. that shooting happened as oakland police were right in the middle of a community meeting about the rising violence in the city and the tragic killing of an innocent mother as she tried to protect her children from gunfire. ktvu's cameras caught police running as the call came in. we have more now on how west oakland residents put pressure on oakland's police chief at the meeting. good morning, alex. >> reporter: good morning to you in west oakland. as you can imagine there is a lot of anger over the shooting death of a mother in a home caught in the middle of gunbattle. there is also frustration over police responses in those cases, front and center issues

during a community meeting here last night. >> every time we call the police they don't show up until they decide to show up. >> sir, sir -- . >> reporter: plenty of neighbors packed this rec center. they put oakland's police chief shaun rent on the hot seat over -- wendt in the hot seat over the issue of slow response times after the killing of chyemil pierce, the mother of three, shot in front of heifer home last week and killed by a stray bullet trying to protection her children from the gunfire. the shotout that killed pierce started with a fight up the street outside a home known for drugs and violence. on that particular day police got 9-1-1 calls about a heated argument outside the home but officers didn't bond to the block until gunfire was reported. last night we asked chief wendt

directly act how he feel that is situation was handled. >> the call initially came in as an argument, unfortunately not an uncommon call for the oakland police department to get. we want to respond as quickly as we can to those calls but it is all a response of how many officers are available and how many calls are outstanding. >> reporter: it is obviously unfortunate but the police are working with the city to shut down known drug houses like the one last week linked to this shootout. chief pointed out violence crime has fallen in west oakland. while he feels things are moving in the right direction, he acknowledged in last night's meeting there is quite a bit more work to do in a that neighborhood. >> i am sure many people would agree with that. thank you, alex. the time now is 6:38. a man suspected of sexual assaulting a 10-year-old boy in oakland is behind bars.

miguel baraha is being held in custody. the boy told police baraha approached him as the boy was walking on 98th avenue in east oakland around 3:00 in the afternoon. the boy said baraha lured him to a nearby area and assaulted him. volunteer helicopter medic and cub scout leader from concord is facing child pornography charges. 45-year-old james brazil was arrested last week. he has been suspended from the dutys in the department's helicopter unit. brazil has a paramedic's license and was a den leader fehr the cub scouts. the boyscouts of america tells the news blog quaker.com that it has severed its ties with brazil and there is no indication there were scouts involved in the case. it has happened again. another bat with rabies found

in the east bay. now four bats tested positive for rabiess in the last six weeks. the first was discovered last month and two more were found in fremont this month. now the latest rabid bat was discovered in sew knoll last saturday. they are known as mexican free- tailed bats. they are not big or blood thirsty. they are about the size of a mouse and feast on insects, but rabies is a possibly deadly disease and health officials are worried about the number of rabid bats sound so early in the year. >> last year we only had two rabid bats for the whole year and now we already have four. >> wildlife experts are estimating 1% of the bat population has rabies. the advicers don't touch them or any other animal that can -- the advice, don't touch hem or any ore animal that can

transfer rabies through bites. the humaine society international says dogs in north korea were kept in small, crowded cages. the dogs were used for dog meat but now the dogs were given up in exchange for money to help the breeder start an agriculture farm. the dogs will now be shipped here and some will head to the morin spca or the fran spca. they will be put up for adoption after medical check- ups. >> we are confident most of them will accept and live happily in the bay area even though they are shy. >> this will be the first time dogs bred and raised for food will be put up for adoption here in california. with no end in site for california's drought, governor

jerry brown announced a $1 billion package to help the state cope with another dry year. governor brown along with legislative leaders from both parties announced the drought relief package ends with very little precipitation again. the record-low snow pack assures california of another dry year. >> this is a struggle. it will be something we have to live with for how long, we are not sure. >> some of the $1 billion in drought relief will be used for emergency water supplies and food for the hardest hit farming communities. $272million will be used to improve the quality of drinking water as well as desalvation projects and recycling water. most of the money comes from bonds already approved by voters. and speaking of drinking, there a beer battle. >> oh, no! >> this one volcanos bart. why the transit agency is taking legal action against a

opening at noon. there are a lot of food trucks here. it will be awesome. the mission rock yard is set to open today at noon. the timing of it couldn't be better. it is first day of spring and the start of baseball season. it will open to the public 11:00 a.m. to 9:00 p.m. seven day as week. it will be opened at noon today. the first thing, the yard is temporary. it is a pop-up village development. many of the restaurants, eatery and shops are made with old shipping container, about 13 of them. and the anchor scene beer garden will be a great place to hang out before or after games with these warm days we have been happening. we have the giants' president and ceo that says this is the beginning of the mission rock neighborhood. >> it is a great environment for before or after a dream
